Vintage 1997 Ohio Art Pocket Etch-A Sketch Collector or Parts only/ Not Working - $4 - (Jefferson, GA)

This is New Old Stock with some minor shelf/storage damage to the card. I cannot get this item to work. I do not know if it needs to be out of the plastic or if it just does not work. Please look at all the pictures and ask any question before you purchase. Thanks for looking.
