The output voltage was right under 12 volts. During testing with a multimeter we were able to observe an increase/decrease in rates when adjusting the dial. The item is in overall good physical condition with some light scuffs/scratches and discoloration. We were unable to ascertain further details about the functionality of this item therefore it is being sold as-is. Although we see no outward reason why it shouldn't function properly, it remains the sole responsibility of buyer to address any important concerns that should come to mind prior to sale.
